Mike Cunningham CBE QPM is set to assume his role as the new Chair of the Security Industry Authority (SIA) on March 1, 2026, following his appointment by the Home Office.
His three-year term will involve overseeing the Board's responsibilities to meet ministerial expectations and achieve the strategic goals of the SIA.
As the Chair, Cunningham will report directly to the Home Secretary on matters concerning governance and the SIA's performance as a component of the Home Office.
Leadership Experience Welcomed
Michelle Russell, the Chief Executive of the SIA, expressed a warm welcome to Mike Cunningham, highlighting his extensive leadership experience in both executive and non-executive roles within public service and community safety.

Commitment to Security and New Responsibilities
Cunningham will take over from Heather Baily QPM, who will leave the Chair position at the end of February 2026 after five years. Reflecting on his appointment, Cunningham stated, “It is a privilege to take on the role of Chair of the SIA. A significant amount has been achieved over the 5 years of Heather Baily’s tenure.”
He noted that this is a critical period for the SIA, as it prepares to undertake new duties as the regulator under Martyn's Law. Cunningham voiced his eagerness to collaborate with the SIA's leadership and staff, along with partners, to continue enhancing public security across the UK.
Acknowledging Previous Leadership
Russell also expressed gratitude towards the outgoing Chair, Heather Baily, for her dedicated service. “We would also like to thank Heather Baily for her integrity and wisdom as Chair of the SIA. She has overseen significant changes at the SIA and its regulatory approach since her appointment in 2021. Heather’s leadership has been marked by her drive to ensure the SIA worked visibly across all parts of the UK and her deep and sincere care for frontline officers working tirelessly to safeguard the public and deliver public safety outcomes. We are hugely grateful to her for all her hard work and commitment.”
