Chile's telecom sector is advancing toward improved security and compliance, thanks to a successful collaboration between Agile Ingeniería y Consultoría and Regula, a globally recognized developer of Identity Verification (IDV) solutions.
This partnership has led to the implementation of a robust IDV system, enabling the sector to conduct over 300,000 accurate identity checks monthly.
The new system boasts a 96% conversion rate while ensuring adherence to the nation’s updated regulations.
Addressing Security Challenges in Telecom
The Chilean telecom industry previously grappled with security vulnerabilities, particularly in regard to SIM activations and number portability. The absence of comprehensive verification controls left room for potential fraud.
This prompted the introduction of stricter regulatory standards in early 2025, requiring thorough identity verification for anyone activating a phone line or prepaid SIM card.

In response, Agile incorporated Regula's Document Reader SDK into their identity verification platform. Regula’s advanced system performs detailed checks across various document features, such as MRZs, barcodes, RFID chips, holograms, and optically variable elements.
By adopting a liveness-centric approach, the solution confirms the physical presence and authenticity of documents, while cross-verifying data to identify discrepancies or tampering. This method effectively uncovers sophisticated forgeries without hindering the user experience.

Following the deployment of Regula's solution, the telecom sector witnessed notable enhancements, such as a 96% customer conversion rate, streamlined handling of over 300,000 ID checks per month, reduced fraud, and compliance with Chilean telecom Resolution No. 566/2024.
