TCB manages around 150 sites nationwide, employing over 600 staff at these diverse locations, including campuses and individual buildings. Each site has unique security needs, with the primary goal of ensuring resident safety, deterring property maintenance issues, and fostering a secure living environment.
As senior director of Information Technology, Joe Giggey established enterprise-level security standards enabling centralized monitoring through mobile devices. TCB's extensive network consists of over 30 access control systems and approximately 6,800 camera models. The nonprofit required an affordable, easy-to-use video management system (VMS) with reliable functionality, scalability, and centralized control for its extensive operations.
Implementing Salient's CompleteView VMS

Currently, the system has expanded to include 85 site recording servers and over 2,300 camera licenses.
To facilitate seamless integration across its vast property base, TCB opted for certified regionalized integrators trained by Salient Systems to install and customize CompleteView. These integrators, equipped with Salient's certification, handle installation, system upgrades, and expansions, ensuring effective implementation and ongoing support. Salient's System Engineering team has also provided remarkable support, according to TCB staff.
Impact and Future of the Partnership
Salient's CompleteView VMS has played a vital role in resolving disputes and investigating incidents effectively within TCB properties. By allowing staff to verify incidents in progress, the system aids in pinpointing incident locations and providing first responders with crucial details. This video management capability has proven invaluable, with Giggey stating, "The VMS paid for itself immediately, highlighting the effectiveness and value of this partnership."
