Over 130 Axis network cameras offer concrete protection and prevention to ensure citizen safety

Mission

Sic1, a public company founded in October 2005 on the initiative of the Director of Information Technology of the Municipality of Chiaravalle (in Ancona province of Italy), sought to implement and develop technologically innovative projects geared towards the city residents, companies and public administrations.

The 9 municipalities in partnership with Sic1 needed to monitor strategic points within their territories and enable the authorities to maintain control over hard-topredict events. Chiaravalle, Camerata Picena, Polverigi, Agugliano, Santa Maria Nuova, Monte San Vito, Filottrano, Ostra Vetere, and Castelfidardo were the first municipalities to participate, and the installation has been spreading like wildfire since.

Solution

"A9.CittàSicura" is a project created by Sic1 that develops a capillary system of control over a given territory by means of devices interconnected to each other and to law enforcement agencies: The project consists of an integrated system that enables law enforcement agencies to intervene in a timely manner when a criminal act occurs within a given territory.

Axis Communications was chosen by Sic1 as the preferred supplier of cameras and as a project partner for the installation involving over 130 network cameras.

Result

The project, developed after a year of in-depth study and analysis of the security sector needs, has noticeably increased levels of prevention and deterrence, and has proven to be an effective instrument in protecting citizens and companies within the territory.

A9.CittàSicura: a successful urban security project

Sic1 has developed a complete and efficient interconnected video surveillance system for the purpose of protecting the city's artistic heritage and its citizens from acts of vandalism and crime, as well as of improving the flow of city traffic. Based on surveys conducted with the Municipal Police, Sic1 technical experts identified sensitive areas such as piazzas, parks, schools and exit routes in each municipality in order to be able to position Axis network cameras in the most suitable locations. Currently, over 130 cameras have already been installed, and this number will undoubtedly grow. The most commonly used cameras are the AXIS 221 and AXIS 223M fixed models, and the AXIS 233D dome for PTZ monitoring.

Axis network cameras have the advantage of being able to provide high quality images both day and night. All three models offer progressive scan capabilities, thereby providing improved definition of moving objects (persons, vehicles, etc.) on still images. They can simultaneously distribute video streams in Motion JPEG and MPEG-4, with Motion JPEG ensuring faithful recording while MPEG-4 ensures fluid viewing from the operations room.

The AXIS 221 model is used as a fixed camera in most fixed urban surveillance situations.

The AXIS 223M model, with 2.0 megapixels and a resolution 4 times greater than that of high-resolution analog cameras, was chosen to monitor city exit routes bordering on other municipalities.

The AXIS 233D model is capable of rotating 360° with rapid and precise movements during automatic rounds as well as when manually inspected by an operator; the AXIS 295 Joystick console enables the operator to manage the dome cameras with precision, immediacy and maximum flexibility, and thus take full advantage the
35x zoom.

The municipalities' various systems were easily integrated thanks to IP technology on which the solution is fully based; the interactive control architecture created among the various law enforcement authorities can be easily scaled by other municipalities wishing to adopt the same system; difficulties presented by territorial characteristics were overcome thanks in part to wireless technologies.

Piercarlo Tigano, Chiaravalle Chief of Police, stated with regard to the A9.CittàSicura project: "A9.CittàSicura is currently being implemented in the 9 test municipalities participating in the project: Agugliano, Camerata Picena, Castelfidardo, Chiaravalle, Filottrano, Monte San Vito, Polverigi, Ostra Vetere, and Santa Maria Nuova. Once all the cameras installed in the major sensitive points of these small towns are connected, the system will be in a position to offer a genuine and concrete instrument of protection and prevention to ensure the safety of citizens. Once we have completed this stage, the most important part will begin: Coordinating the various police forces in order to ensure that the project will work correctly." Andrea Mosconi, CEO of Sic1, added: "During this stage, the involvement of the Comitato provinciale per la Sicurezza e l'Ordine pubblico (Provincial Committee on Public Law and Order), which has supported the initiative from the start, will be important and invaluable."
