North West Leicestershire District Council's CCTV control room upgraded with Sanyo DVRs

The operators in North West Leicestershire District Council's CCTV control room are understandably very busy people. As well as monitoring images from a large number of CCTV cameras located at Coalville and Ashby-de-la Zouch town centres, they also have need to react quickly and effectively to any suspicious activity they may observe at various council owned properties.

The control room is located in what was originally a nightclub located within the Belvoir Shopping Centre in Coalville.

To maximize the efficiency of the control room and to ensure that operators can perform at their highest level by exploiting the latest advances in CCTV technology, Gary Hill, Operations and Security Manager has recently commissioned a refurbishment of the control room resulting in a substantial upgrade of its digital video recording capabilities.

"The DVRs which we had been using since our control room opened in 2001 were not allowing us to get the best out of the images captured by our cameras," said Gary Hill. "With a requirement to store recorded images for 31 days, we were restricted to recording at a maximum rate of five frames a second. Technology has of course advanced quite rapidly and we therefore wanted to invest in new equipment which could offer us a real time recording facility but also provide us with a higher degree of reliability than our previous DVRs. We took our time to go through an extensive supplier and product selection process to ensure that we not only achieved immediate value for money from our investment in new technology, but also that the DVRs in particular allowed for expansion, if and when our requirements changed."

SANYO DVRs have easily met the client's immediate expectations

Gary and his colleagues invited a number of installers to tender for the project giving each the freedom to recommend what equipment should be utilised. "We were impressed with the proposals submitted by Richards CCTV. They were clearly able to demonstrate that they had the experience and expertise to handle this kind of project and they were able to put a convincing case for using SANYO ‘hybrid' digital video recorders," added Gary.

Richards CCTV has installed four SANYO DSR-HB8000 DVRs, each of which have 7TB of on-board video storage. Two of the DVRs record images from the cameras located within Coalville and Ashby-de-la Zouch town centres whilst the third is used to record images captured by cameras deployed to monitor council properties. All three have sufficient capacity to store all recorded video for up to 31 days. The fourth DVR records and stores video for up to seven days of whatever an operator may be observing on a spot monitor.

A DSR-HB8000 records at 400 frames per second and can therefore capture "real time" images at full frame rate from each of its sixteen camera channels. It utilizes a unique compression technology called MPEG-4+ which allows rapid high quality transmission over a network and provides especially fast-forward and reverse playback facilities.

Roger Hands of Richards CCTV said: "We were naturally delighted to be entrusted to provide the solution for a major client and I am pleased to say that the project has gone very smoothly. The SANYO DVRs have easily met the client's immediate expectations and they have some features and functions which the client may choose to use in the future. For example, eight of the cameras connected to each of the DVRs can be IP cameras. The DSR-HB8000 is also equipped with telemetry coaxial control which provides the option to control PTZ cameras, whilst another feature called Monitor Plus allows other networked DVRs to be accessed and as a result, up to 80 cameras can be monitored and controlled from a single DVR."

O’Leary: Over the last year, there has been a huge demand for access control systems as remote work increased due to COVID-19, and even now, as employees and students are heading back into the offices and schools. Organizations are realizing that having an outdated security system is no longer robust enough for the rapid advancement of technology that we witnessed over the course of the pandemic, and really the past few years. For those who are just dipping their toe into a new access control deployment, the most important thing they can do is to search for a provider who has a solution that is easily integrated, scalable, and provides excellent training and resources. Q: Define the term "touchless access control" and explain why it is gaining a higher profile in the post-pandemic world. O’Leary: The interesting thing about access control is that it has almost always been touchless. Many organizations are looking for robust solutions that are touchless and can be utilized remotely, and it's fairly easy to understand why a solution like this would become widely popular because of COVID-19. Integrators are searching for access control systems that will serve as a proper solution for organizationsThe process of using access control to streamline security infrastructures is not a new concept by any means, but due to the rapid development in technology over the past few years, more integrators are searching for access control systems that will serve as a proper solution for organizations, while still supplying the touchless and remote-based features. Q: What do you see as the future course of the changing technology trends we see in today's market (such as mobile credentials, cloud-based systems, cybersecurity, etc.)? O’Leary: As we continue to tread through the different technological developments in the market today, we are noticing that mobile credentials and biometrics are becoming increasingly popular. As cybersecurity and mobility continue to become more important, we are also seeing the rapid jump to the cloud. By utilizing cloud-based systems, an organization is not hindered by a lack of storage or old software and gains the flexibility to scale their security system as their business grows. Q: How will the access control market look different five years from now versus today? What about 10 years from now? O’Leary: Within the next five years, I suspect that access control will continue to make the move towards cloud-based systems and utilize mobile credentials and biometrics. In 10 years, I think all access control will be open platform and many more organizations will embrace cloud solutions for increased functionality. Also, innovations will continue to be the drivers behind new deployments with some installations being biometrics only and include recognizing fingerprints, retina scans, facial recognition, and voice. Q: What is the biggest challenge currently facing the access control market, and how should manufacturers (including Open Options) be addressing the challenge? O’Leary: One of the biggest challenges facing the physical access control market is organizations actually making the shift to more up-to-date access control systems. Organizations are looking to adopt more digital-focused access control experiencesOrganizations are looking to adopt more digital-focused access control experiences — ones that are focused on integration, newer features, cybersecurity, and ease of monitoring. O’Leary: Access control is not a one-size-fits-all solution, and some organizations might have different standards or assets that need protection.
