The National Security Inspectorate (NSI) has announced a new partnership with Risk Crew, an IASME-accredited Cyber Essentials certification body, to deliver cyber security certification and associated benefits to NSI approved companies. The aim of the new partnership is to provide NSI approved companies with a straightforward pathway to Cyber Essentials certification, building increased reassurance for the wider communities they serve. Cyber Essentials/Plus certification Cyber Essentials/Plus certification is a government-backed, industry supported scheme to help organizations of all sizes protect themselves against a range of common online attacks. Certification is mandatory for Ministry of Defense contracts, many UK Central Civil Government contracts involving the handling of personal information and purveying of certain ICT (Information & Communications Technology) products and services, and is becoming increasingly desirable for private sector contracts. It will also be a requirement for ARCs signing up to the ECHO-connected service for police response alarm signaling currently undergoing testing, and due to be launched in 2021. Implementation of cyber security precautions NSI has been working with Risk Crew for its own Cyber Essentials Plus certification and penetration testing, since 2017 In addition to providing a clear statement of the basic controls that organizations should implement to reduce the risks from common online threats, Cyber Essentials certification is an independent awarded approval for organizations to demonstrate to their customers, internal stakeholders, investors, insurers and others that they have taken essential cyber security precautions to protect their business and any customer data they hold. NSI has been working with Risk Crew, a London-based risk and compliance management consultancy and Cyber Essentials/Plus certification body for its own Cyber Essentials Plus certification and penetration testing, since 2017. Having had the experience of gaining this certification through Risk Crew, NSI is confident in Risk Crew’s capability as a Cyber Essentials certification body that NSI approved companies may wish to engage. NSI (National Security Inspectorate), the UK’s most widely recognized UKAS accredited Certification Body in the security and fire safety sectors, announces the launch of a new upgraded website. The primary aim of the site’s new look is to simply steer homeowners and commercial buyers of security and fire safety services to relevant information and enable them to easily connect with NSI’s independently approved providers, for the services they seek. Alarm response services The site’s redesign provides a number of practical enhancements including full optimization for mobile and tablet as well as desktop users, greater explanation of the reassurance independent certification through NSI provides, ‘at-a-glance’ menus showing the wide range of services provided by NSI approved companies and new ‘frequently asked questions’ sections to assist homeowners, commercial buyers and those seeking certification. The website features an upgraded user-friendly search functionality for those looking to ‘Find an NSI approved company’, with prominent links from almost every page. Its new Quick and Advanced Search options enable site visitors to drill down to a specific service e.g. Detector Activated CCTV, Keyholding and Alarm Response Services, Close Protection, Security Dog Handling Services and Life Safety Fire Risk Assessment. The National Security Inspectorate (NSI) announces its accreditation from the Living Wage Foundation as a Living Wage Employer. NSI endorses the Living Wage Foundation’s principles recognizing this independent movement of businesses, organizations and people campaigning on the simple ethic that ‘a hard day’s work deserves a fair day’s pay’, an integral part of many organizations’ corporate social responsibility. Living Wage Foundation The Foundation celebrates responsible employers who choose to go further and pay a real Living Wage, the only one based on the cost of living and calculated on a basket of household goods and services, as distinct from the Statutory Minimum Wage for under-25s and the National Living Wage for over-25s. The real Living Wage offers a range of benefits to employees and employers alike and by implication to buyers of services. The National Security Inspectorate (NSI) has announced the resumption of all audit and assessment activity from 1st June 2020, in light of current Government “go to work if you are unable to work from home” guidance. Government guidance allows all employers to resume activity in the workplace where appropriate, including professional services that cannot be delivered remotely, such as NSI on-site audits. NSI will utilize a combination of remote audit and on-site audit capability in accordance with guidelines recently issued to approved companies. Remote audit may be utilized at NSI’s discretion for assessing ‘Management System’ requirements, while on-site audits will gather evidence of compliance to technical product standards. Health and safety NSI recognizes all Government guidance regarding social distancing and health and safety during the pandemic, while delivering meaningful certification and approval, putting people first - including its staff, approved companies, and the public. All NSI approvals expiring between 1st March and 31st May 2020 were extended for a limited period unless evidence dictated otherwise. It is clear, approved companies are genuinely striving to maintain standards during the pandemic" Adjustments to audit programmes will be made on a case by case basis as NSI works proactively with approved companies to ensure audit programmes are fulfilled in a timely fashion. Evidence of non-compliances that are COVID-19 related will be reported in “Auditor Notes” without recourse to raising Improvement Needs and Observations. Security and fire safety NSI Chief Executive Richard Jenkins stated: “As the UK continues its easing of lockdown measures the Security and Fire Safety sector is adapting to operate COVID safe environments in line with Government guidance, focusing on the protection and safety of staff, customers and the wider public. " "It is clear, approved companies are genuinely striving to maintain standards during the pandemic, which NSI will formally be recognizing when audits are delivered.” ‘COVID-secure’ sites The following NSI Circular Letters have been issued to approved companies and are available via the Company Login Area of its website: NSI 020 20 regarding ‘COVID-secure’ sites (all approved companies and applicants). NSI 021 20 – NSI 023 20 with remote audit guidelines (scheme specific and relevant to Gold companies only). As a matter of course, all NSI staff are working remotely in line with Government guidance, NSI’s Head Office building remaining closed until further notice.

The National Security Inspectorate (NSI) has announced suspension of all audit activity commencing 6th April until 31st May 2020 inclusive, in view of the global coronavirus (COVID19) pandemic. All approved companies in the security and fire sector are working hard to navigate the COVID-19 pandemic crisis, prioritising the health and well-being of staff and taking necessary steps to support their customers and maintain business continuity. The professional industry is practising social distancing regulation to support customers and end users, and maintaining standards with best endeavors. NSI audit and assessment suspended NSI is suspending all audit and assessment activity from 6th April until at least 31st May 2020 inclusive It is clear some approved companies are under stress or extreme stress, adapting to their immediate situation, and the continuation of NSI audit and assessment activity as the pandemic unfolds is untenable. In order to best support industry and the approved company community, NSI is suspending all audit and assessment activity from 6th April until at least 31st May 2020 inclusive. This action is taken with the support of stakeholders who understand pursuing a ‘business as usual’ stance serves little purpose and may have adverse consequences in the current extreme circumstances. Steps to check COVID19 pandemic spread NSI said in a statement that any NSI approval due to expire before 31st May 2020 will be automatically extended for a limited period, unless evidence dictates otherwise. The statement further said that should individual companies seek audit / assessments in this period, they may contact NSI. NSI operations teams are being furloughed for the period 6th April – 31st May 2020. NSI will resume its activities when, in due course, Government restrictions are relaxed. NSI fully recognizes that suspending routine scrutiny of approved businesses facing the challenges of the pandemic is wholly appropriate. With recently introduced social distancing measures, Key Workers essential to the running of public and other services across the UK including the NHS and critical infrastructure, have been categorised by Government. The intent is to ensure health and safety for the public at large during the pandemic and efforts to control COVID-19. NSI’s view is clear: approved companies working in security and fire safety deliver every day essential services ranging from a wide variety of guarding services, to fire detection and intruder alarm systems, CCTV systems and the 24/7 remote monitoring of these systems in purpose built and secure Alarm Receiving Centers (ARCs). Alarm response centers Approved companies working in these specialisms go to great lengths to ensure the integrity of their service. It is NSI’s belief that essential staff in their businesses are Key Workers, providing critical maintenance and emergency call-outs to ensure effective security and safety cover. They understand exactly how to balance utilization of Key Worker status with the demands of social distancing, and so support public safety and the emergency services. NSI considers Key Worker status is appropriate for specialist employees of companies approved by NSI and SSAIB" With regard to the Guarding sector Ian Todd, Chief Executive of the Security Industry Authority on 26 March expressed the view: “roles essential to supporting law and order, with the potential to reduce demand on policing, also meet the critical worker definition. This would include, amongst other areas, the guarding of empty or closed commercial, retail or office premises; the monitoring of similar through CCTV or other remote means; and the provision of alarm response centers including mobile units.”  Maintain security and fire systems Richard Jenkins, Chief Executive, NSI comments: “NSI considers Key Worker status is wholly appropriate for specialist employees of companies approved by NSI and SSAIB, many of whom work directly or indirectly in collaboration with Police Forces and Fire and Rescue Services to maintain security and fire systems within public infrastructure, as well as a multitude of commercial and private property throughout the UK.

Key topics and challenges affecting the security systems and guarding sectors were addressed at this year’s NSI-sponsored Thought Leadership Summit, held at the Royal Lancaster London. Delegates from across the industry engaged with a lively, informative and thought provoking program, organized by the Outstanding Security Performance Awards (OSPAs). A cross-section of security industry end users, service providers, sector organizations and regulatory bodies attended the third annual UK OSPAs Thought Leadership Summit, where an international line-up of speakers provided a variety of valuable insights. They included Inspector Angel Martinez Sendino from the Central Private Security Unit with Madrid Police, who described the pioneering strategy it has adopted to tackle false alarms and the resulting reductions achieved. Real Living Wage Inspector Sendino’s presentation was followed by a panel discussion about the Madrid experience and the lessons that might translate into the UK to beneficial effect. This round-table debate, involving David Mair from the Security Systems Unit at the Metropolitan Police, Ken Meanwell from Secured by Design, David Wilkinson from the BSIA, plus NSI’s Richard Jenkins, was chaired by Professor Martin Gill and prompted informed delegate feedback during a Q&A session. Meanwhile, the merits and implications of paying the Real Living Wage in the security sector were summarised by Sebastian Bachelier from the Living Wage Foundation. He explained how the voluntary Real Living Wage (as distinct from the statutory Minimum Wage for under-25s and the National Living Wage for over-25s) offers benefits to workers and employers alike, in addition to tangible economic contributions when implemented. Underrepresentation of women  The SIA welcomed NSI’s forthcoming Code of Practice for the provision of labor in the security and events sector The Summit moved on to hear from Ian Todd, Chief Executive of the Security Industry Authority. His address covered areas including the Approved Contractor Scheme and concerns surrounding the role of labor providers operating outside the ACS’ remit. This involves issues including rogue labor, inadequate screening, poor training and illegal low pay, along with the SIA’s role as a regulator in managing these concerns. The SIA welcomed NSI’s forthcoming Code of Practice (NCP 119) for the provision of labor in the security and events sector. Douglas Barnett from AXA Insurance then provided an insurer’s insight into its experience of guarding contractor practices, drivers behind the race to the bottom and future opportunities. Concluding the event, Charlotte Howell from Perpetuity Research summarized some of the main findings from a recent survey of experiences from women working in physical security and key areas for future industry development, including the significant current underrepresentation of women in the security sector. As the UK’s premier specialist Certification Body within the security and fire safety sector, the National Security Inspectorate (NSI) has announced the addition of a new BS 7858:2019 screening course to its portfolio of industry-specific training. This revised Standard for the Screening of Individuals Working in a Secure Environment involves a number of significant changes taking effect in April 2020. These include an increased emphasis on risk assessment, the removal of character references as part of the screening process – now deemed weak and not easy to verify – and greater emphasis on senior management responsibility for screening – with allowance to delegate specific screening tasks to competent individuals. Maintenance of Access Control Systems Designed by industry experts, NSI’s training courses help approved companies stay up to date and compliant with the very latest Standards developments within security and fire safety. NSI approved companies operating to BS 7858:2019 demonstrate on-going compliance to independent, competent auditing and assessment, signaling continued commitment to employment policy and practice of the highest standard, for the safety of their clients and the wider community. Accredited by the Security Institute’s CPD Scheme, NSI’s suite of specialist training courses includes “Product Auditing of Fire Systems Installations”, “Design, Installation and Maintenance of Access Control Systems” and “Internal Quality Auditing (Electronic Security)”. The National Security Inspectorate (NSI) announces its endorsement of the new contract for the web. NSI, the UK’s independent third party certification body in the security and fire safety sectors, is one of the first organizations to support this initiative. The contract for the web provides a shared global plan to protect a free and open web that works for the public good. Written by over 80 experts with input from hundreds of individuals, the contract recognises that everyone has a role to play in safeguarding the future of the web. This fact is articulated in the contract’s nine principles. Ever-Increasing quality of service The principles for companies include working towards an ever-increasing quality of service, supporting corporate accountability and robust privacy and data protection by design, and being accountable for their work, through regular reports. These principles align with NSI’s key values of integrity, independence and continuous improvement. NSI has announced it will be exhibiting for the first time at CONSEC, taking place on 3rd October 2019 at the Radisson Edwardian Heathrow, where the NSI team will be spotlighting its Associate Consultancy Programme (ACP) – an independent referral listing. CONSEC is the Association of Security Consultant’s (ASC) annual event for security consultants and the broad spectrum of people responsible for organizational security and safety. The NSI Associate Consultancy Programme enables Consultants to utilize the NSI ACP logo once successfully completing their application for membership of the program, and signals to organizations seeking consultancy the professionalism of the Consultancy. The National Security Inspectorate (NSI), the UK’s global independent certification body specializing in the security and fire safety sector, is delighted to announce it has been granted accreditation by the United Kingdom Accreditation Service (UKAS) for BS EN ISO 45001:2018 - the world’s first International Standard for occupational health and safety (OH&S), replacing the British Standard OHSAS 18001. Workplace health and safety Health and safety in the workplace are of paramount importance. In providing a framework to increase safety, reduce workplace risks and enhance health and well-being at work, ISO 45001 enables an organization to proactively manage its OH&S performance. The good news for organizations holding management systems approvals such as ISO 9001 (quality management) and ISO 14001 (environmental management), is that the new ISO 45001 Standard is structured in the same way. This means it can be readily integrated into any organization’s existing management system. The National Security Inspectorate (NSI), the UK’s independent certification body specializing in the security and fire safety sectors, shared in the success of this year’s IFSEC and FIREX exhibitions as the integrated events proved important forums for approved companies and applicants, as well as key industry stakeholders, to engage face-to-face with NSI experts.  The three-day events provided a vital opportunity to raise awareness of the valuable role of independent certification in enhancing the performance and operational effectiveness across the sectors. Ron started his career in auditing with the London Electricity Board where he held a variety of customer service and quality management roles. He subsequently spent over 20 years as a quality manager for a NACOSS Gold and ARC approved company where he was responsible for facilitating the NSI audit process. “The knowledge and experience Ron brings with him further increases our auditing capability to deliver combined fire safety and security audits, in turn benefitting our approved companies and the industry at large as we continue to work with partners across the sector to raise standards,” said NSI’s Chief Executive, Richard Jenkins.

The National Security Inspectorate (NSI) publishes findings of new industry research undertaken by Perpetuity Research into the benefits and challenges of automating confirmed alarm signaling from Alarm Receiving Centers (ARCs) to police control rooms. The independent research - conducted via an online survey and extensive one-to-one interviews with a wide range of industry professionals including representatives from Alarm Receiving Centers (ARCs) - assesses the advantages and disadvantages of automating signaling over and above current practice, the potential impact on ARCs, the police, owners of alarmed property/premises and other interested stakeholder groups, as well as the potential for further future enhancement as technology evolves. ECHO aims to improve standards and effectiveness in the deployment of police responders, through reducing time and improving accuracy in the handling of alarm signals Automated Electronic Call Handling Service The report findings reflect industry and stakeholder views at a time when ECHO – for ECHO read ‘Electronic Call Handling Operations Ltd’ - is developing the concept behind its strategy to deliver by 2020 a fully automated electronic call handling service, between all ARCS and police forces, in line with NPCC aims. ECHO, recently formed by the British Security Industry Association, the Fire Industry Association and the Fire and Security Association as an independent not-for–profit company limited by guarantee, aims to improve standards and effectiveness in the deployment of police responders, through reducing time and improving accuracy in the handling of alarm signals. This Perpetuity Research study identifies a number of areas to be addressed in further automation of alarm signaling. These include the technical challenges and the funding mechanism to put such a service onto a sustainable footing. Findings And Recommendations By Research Report In addition, the research highlights the value of raising awareness of the ECHO initiative across industry, full consultation with all parties in the design and development of an automated service to ensure the solution accommodates the diversity in police IT networks, and future proofing. One of the significant findings of the research is the extent to which the current lack of awareness about aspirations to automate alarm signaling by the police is hindering industry’s ability to effectively develop its response. Looking ahead the report recommendations set out a series of steps which might further inform and strengthen industry’s approach, including: raising awareness of the ECHO ‘project’ assessing of police capability nationally to implement automation considering future possible enhancements to the content of alarm signal transmission e.g. CCTV streaming, and signaling applications over and above intruder alarm signaling.
