Barry Culman has more than thirty years of experience in senior leadership positions with technology-based companies in the Washington, D.C., area. His background includes both private and public companies selling to the commercial sector and, for the last ten years, with organizations that sell primarily to the US federal government. Barry is responsible for leading the day-to-day operations of Spectrum, along with driving its long-term mission and strategy. Prior to joining Spectrum, Barry was the Senior Vice President of Finance and Operations for ASRC Federal Holding Company. Barry has also served as President and Chief Operating Officer of SPADAC, a leading geospatial technology company specializing in the combination of spatial intelligence and predictive analytics. He previously served as Group Vice President of Operations at GTSI, a publicly traded, government IT product and services company. During the 1990s, he was President of Comstor Corporation, a General Electric–owned company that grew from $30M to $500M in revenue during his leadership. Barry is on the executive board of Big Brothers Big Sisters of the National Capital Area and is involved in numerous community-based organizations. He is a non-practicing CPA, has a Master of Business Administration in finance from American University and a Bachelor’s in Accounting from the University of Maryland.

MorphoTrak And Spectrum Systems Announces Partner Project For Livescan Technology For The Department Of Justice

The livescan technology will enable tribes to participate in national criminal justice information services Spectrum Systems ("Spectrum") is pleased to announce that it has been awarded a contract with the Department of Justice (DOJ) Justice Management Division to provide livescan technology in support of the Tribal Access Program (TAP) for National Crime Information. DOJ recently launched the initial phase of TAP to provide federally-recognized tribes access to national crime information databases for both civil and criminal purposes. TAP will allow tribes to more effectively serve and protect their communities by ensuring the exchange of critical data. DOJ selected the first 10 tribes to participate in an initial User Feedback Phase of TAP, which includes an integrated workstation that features a computer, palm/fingerprint scanner, camera, flatbed scanner, and printer to provide access to and the ability to enter data into national crime information systems. Sharing Criminal Justice Information Spectrum is partnered with MorphoTrak, an industry leader in livescan technology and biometrics and identity solutions. Together, Spectrum and MorphoTrak will provide livescan technology that enables tribes to participate in national criminal justice information services through authorized use of and connectivity to the FBI's Criminal Justice Information Services (CJIS) systems via DOJ's Justice Management Division. The contract is worth an estimated $15M over five years.
